Censorship: Remove a blouse to strip into a sweater?

This is pretty bad. The Japanese version is supposed to have Tsubasa in a swimsuit. Instead, she "strips" into a less revealing outfit. You then look at her in a school girl outfit for a minute. What's wrong? Is a swimsuit really that offensive to Americans? And worse, this is the North American version, and the audio is still in Japanese, and apparently they changed the Japanese lines and had the Japanese voice actors redo the lines to fit with the new changes.
